The Portuguese Environment Agency (APA) awarded EMAS (EU Eco-Management and Audit Scheme) registration no. PT-000108 to VALORCAR in June 2013, thus certifying that the company has adequate environmental management and that it complies with the obligations set out in its licences (Managing Entity for End-of-Life Vehicles and Waste Batteries and Accumulators). In parallel, VALORCAR’s management system is certified according to the requirements of standards NP EN ISO 14001:2015 (ENVIRONMENT) and NP EN ISO 9001:2015 (QUALITY).

01. MISSION

To promote the correct management of waste associated with the lifecycle of vehicles, coordinating its collection and recycling, and fostering the improvement of the economic, social and environmental performance of all the parties involved.

02. QUALITY AND ENVIRONMENTAL POLICY

VALORCAR, in accordance with the mission and values it endorses, agrees to:

  • Contribute to the improvement in the management of automotive waste – namely the waste resulting from the respective maintenance and repair – as well as the management of end-of-life vehicles (ELVs) and their components and materials;
  • Comply with the legal, regulatory, normative and statutory requirements applicable to its operations;
  • Guarantee the economic sustainability of the integrated waste management systems it is part of, defining visible environmental fees that are balanced and consistent with its status as a non-profit organisation;
  • Provide quality service aimed at satisfying its customers (producers/importers and holders), its priority suppliers (VALORCAR NETWORK centres), competent authorities and other interested parties;
  • Improve its performance continuously, namely in the sphere of quality and the environment, and promote the improved performance of the VALORCAR NETWORK centres;
  • Involve in its operations all parties who participate in some form in the management of waste from the automotive sector and adopt discipline and transparency regarding the communication of the results achieved;
  • Stimulate public communication and awareness regarding the procedures to adopt in terms of automotive waste management;
  • Promote the research and development of solutions for the recycling of automotive components and materials.
03. OBJECTIVES

National Objectives

1. With regard to the management of end-of-life vehicles (ELVs)

Decree Law no. 152-D/2017 defines that operators intervening in the life cycles of vehicles must adopt adequate measures to ensure:

  • The reuse and recovery of a minimum of 95% by an average weight, per vehicle and year;
  • The reuse and recycling of a minimum of 85% by an average weight, per vehicle and year.

2. With regards to the management of waste batteries and accumulators (WBAs)

Decree Law no. 152-D/2017 defines that operators intervening in the life cycles of batteries must adopt adequate measures to ensure:

  • The recycling by weight of 65% of lead-acid WBAs, including the recycling of the highest possible lead content as is technically viable, while avoiding excessive costs;
  • The recycling by weight of 75% of nickel-cadmium WBAs, including the recycling of the highest possible cadmium content as is technically viable, while avoiding excessive costs;
  • The recycling by weight of 50% of other WBAs.

 

VALORCAR’s Objectives

VALORCAR’s main objective is to contribute to the achievement of the national objectives for the management of end-of-life vehicles (ELVs) and waste batteries and accumulators (WBAs). Consequently:

  • It has put together a network of collection and recycling centres (VALORCAR NETWORK) in which owners/holders of ELVs and WBAs may dispose of them free of charge;
  • It monitors the system, namely about the stream of ELVs and WBAs and the components and materials resulting from their processing;
  • It promotes the research and development of new methods and tools for dismantling, separation of the materials resulting from shredding and solutions for the recycling of ELV components and materials, including WBAs;
  • It promotes public awareness and information regarding the procedures to be implemented in terms of the management of ELVs and WBAs and their components and materials.

 

In accordance with its licences, in addition to the reuse/recycling/recovery ratios, VALORCAR must ensure:

  • Compliance with an ELV collection ratio (indexed to the number of ELV certificates of destruction issued annually nationwide):
